OBJECTIVE
The Town of Ulster, hereinafter referred to as “the Town” is soliciting competitive sealed proposals from qualified contractors to design, engineer, and install two ground-mounted solar arrays on the Town’s property, which will provide power to the Town’s facilities. The Town is requesting proposals from qualified firms, partnerships, corporations, associations, or
professional organizations to provide turn-key solar photovoltaics (PV) services through a Town Purchase of the PV systems.
Responses shall be submitted no later than 2:00 p.m. EDT on 09/10/2026. Late responses will not be considered. Each response shall be treated as confidential until this deadline, after which each response shall become public.
Proposers must submit pricing for both requested sites.
OVERVIEW
The Town is seeking proposals from interested firms that are capable of designing, engineering, and installing ground-mounted solar PV arrays at TWO sites: the Whittier Wastewater Treatment Plant (WWTP), and the Town of Ulster Transfer Station. In the long term, the Town may be interested in developing solar energy for other sites, and results of this RFP may be used for future
projects as deemed appropriate by the Town. However, for purposes of this RFP, respondents should limit their responses to only these sites.
Through this RFP process, the Town intends to select only one proposer for the solar project and is looking for the “best value” proposal based on the selection criteria stated within this RFP.
